MOTION TO APPROVE Agreement between Broward County and Justin Architects, P.A., for Architectural Continuing Consultant Services, RFP No. PNC2129045P1, for the Parks and Recreation Division, in a maximum not-to-exceed amount of $3,000,000, for the initial two-year term; and authorize the Director of Purchasing to renew the Agreement for up to three one-year terms for a five-year maximum not-to-exceed amount of $7,500,000; and authorize the Mayor and Clerk to execute same.

Why Action is Necessary
In accordance with Broward County Procurement Code Section 21.47, Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions.
What Action Accomplishes
Provides comprehensive professional architectural services on a continuing, as-needed basis for the Parks and Recreation Division.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 30% for this contract. Justin Architects, P.A. committed to 38% CBE participation, which has been reviewed and approved by OESBD (Exhibit 2).
The purpose of this Agreement is to provide comprehensive professional architectural services on a continuing, as-needed basis.
The RFP was advertised on November 6, 2024, and, at the time of the submittal deadline on December 6, 2024, ten firms submitted proposals: Brooks + Scarpa Architects, Inc.; Design2Form, LLC; Justin Architects, P.A.; ML Engineering & Inspection Services LLC; Neuvio Incorporated dba Neuvio Architects; Ohlson Lavoie Corporation; P.L.U.S., LLC and PKSB Architects, PC (Joint Venture); Saltz Michelson Architects, Inc. dba Saltz Michelson Architects; Walters Zackria Associates, PLLC dba Walters Zackria Architects; and WJArchitects, Inc.
On February 10, 2025, an Initial Evaluation Committee (EC) meeting was held. During the EC meeting, the EC passed a motion to determine nine of the ten firms were both responsive and responsible to the RFP requirements.
In accordance with Broward County Procurement Code Section 21.44, Procedures for CCNA Services, whenever a CCNA procurement is conducted through a RFP, RLI, or RFQ, the Evaluation Committee shall establish a “shortlist” of vendors for further consideration of award of the solicitation, unless the Director of Purchasing determines that shortlisting would not be in the best interest of the County. During the Initial EC meeting, the EC passed a motion to shortlist five firms of the nine vendor responses. Five firms were shortlisted and moved forward to the Final Evaluation to be numerically scored and ranked by the Evaluation Committee.
On February 26, 2025, a Final EC meeting was held and after presentations, evaluation, scoring and ranking, the EC deemed Justin Architects, P.A., as the first ranked firm.
The EC’s proposed recommendation of ranking was posted on the Purchasing Division website from March 3 - 6, 2025, which provided an opportunity for any proposer to file an objection. No objection was received.
The EC’s final recommendation of ranking was posted on the Purchasing Division website from March 7 - 13, 2025, which provided an opportunity for any aggrieved proposer to file a protest. No protest was received.
There were no vendor objections, protests, or pulls from the Board for this RFP ranking. On March 14, 2025, in accordance with Procurement Code Section 21.42(f), Procedures for RFPs, RLIs, and RFQs, the ranking of the qualified firms became final, and staff proceeded with negotiations.
Two negotiation meetings were held: April 14 and April 21, 2025. These meetings were attended by representatives from Justin Architects, P.A, and staff from the Parks and Recreation Division, the County Attorney’s Office, and the Purchasing Division.
