MOTION TO APPROVE Cultural and Artistic Facilities Capital Support Grant Award in the amount of $265,000 to the City of Miramar for the improvement of the Miramar Amphitheater's tensile fabric roof, a lightweight, twin-mast structure covering 4,500 square feet; authorize the Mayor and Clerk to execute same; authorize the County Administrator to execute amendments to the agreement that do not impose additional financial obligations on Broward County, subject to review and approval for legal sufficiency by the County Attorney’s Office; and authorize the County Administrator to take any necessary administrative and budgetary actions to implement and administer the grant. (Commission Districts 1 and 7)

Why Action is Necessary
Pursuant to Section 29.17(d)(3) of the Broward County Administrative Code, Broward County Board of County Commissioners (“Board”) approval is required for all Cultural and Artistic Facilities Capital Support Grant Awards (“C&A Grant”).
What Action Accomplishes
Approves the C&A Grant Awards to the City of Deerfield Beach Community Redevelopment Agency (“CRA”) and the City of Miramar; and authorizes the Mayor and Clerk to execute the associated grant award agreement; and further authorizes the County Administrator to execute amendments to the grant award agreement that do not impose additional financial obligations on the County.

Summary Explanation/Background
THE BROWARD COUNTY CULTURAL DIVISION AND THE BROWARD COUNTY CULTURAL COUNCIL RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board's Healthy Community Goal of cultivating community culture, arts, recreation, and life-long learning.
The C&A Grants provide capital project assistance and support to recipients for the acquisition, development, construction, renovation, expansion, or improvement of new or existing cultural or artistic facilities located in Broward County. Non-profit organizations incorporated in Broward County with the primary mission of arts and culture, and public entities located in Broward County, are eligible to apply.
The application cycle for this program included a virtual workshop convened on December 4, 2024, to prepare prospective applicants for the January 30, 2025, proposal deadline. The grant review panel was held on March 14, 2025. Applications for C&A Grant Award program were reviewed by a five-member review panel and scored based on criteria described in the published grant guidelines. The review panel's recommendations were approved by the Broward County Cultural Council on May 1, 2025. In total, five applications were received and two are recommended for funding as follows:
The City of Deerfield Beach CRA (Exhibit 1) will construct the Sawgrass to Seagrass Marine Science Center at Sullivan Park and develop its interior exhibition space. The Marine Science Center will feature five distinct zones:1. Entryway/Reception; 2. Entry Exhibition, Gathering Space & Media Walls; 3. Theater and Community Center; 4. Marine Exhibition Space; and 5. Terrace, Gift Shop, and Exit.
The City of Miramar (Exhibit 2) will use the funds for the improvement of the Miramar Amphitheater's tensile fabric roof, a lightweight, twin-mast structure covering 4,500 square feet. Originally built between 2015-2017, the venue will be upgraded for sound abatement and enhanced acoustic capacity for live performances.
