Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE HOUSING OPTIONS, SOLUTIONS, AND SUPPORTS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The Agreement between Broward County and Hope South Florida, Inc. (“HSF”) will provide safe overnight parking for families experiencing homelessness in Broward County.

 

On July 21, 2025, the Human Services Department issued a General Funds Request for Proposals for a Homeless Family Safe Parking Program. HSF was the highest-rated respondent to the Request for Proposals. Approval of Motion A would delegate authority to negotiate and execute a new Agreement with HSF to provide safe parking for families experiencing homelessness in Broward County. The funds are available in the Fiscal Year 2025-2026 Human Services Department adopted budget.

 

The Human Services Department’s Housing Options, Solutions, and Supports Division (HOSS-D) has received a letter of support from the Homeless Continuum of Care Board supporting this recommendation (Exhibit 2).

 

The Homeless Family Safe Parking Program is a pilot program. Delegation of authority for the County Administrator to negotiate and sign the Agreement is requested to ensure its timely execution after the parties conclude discussions regarding any remaining programmatic matters in establishing the pilot program.

 

The Agreement with HSF will be prepared on the standard form agreement approved by the Commission on September 5, 2024 (Item No. 7). The County Administrator will be authorized to execute the Agreement, subject to legal sufficiency review and approval by the County Attorney’s Office.

 

Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that “no public officer… shall have or hold any employment or contractual relationship with any business entity… which is… doing business with an agency of which he or she is an officer or employee.” In accordance with Section 112.313(12), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion B) in accordance with Section 112.313(12), Florida Statutes. Form 4A, Disclosure of Business Transaction, Relationship, or Interest, is attached as Exhibit 3.
