Why Action is Necessary
A Resolution directing the County Administrator to publish notice of public hearing to consider adoption of the Resolution Amending the Broward County Administrative Code was adopted by the Board of County Commissioners (“Commission”) at its meeting of January 22, 2026.

Summary Explanation/Background
Broward County maintains a Purchasing Card (“P-Card”) Program to facilitate efficient purchases of low-dollar, routine items needed for ongoing County operations. The P-Card Program includes numerous internal controls such as training and testing requirements, approval processes, per transaction and per day limitations, and inspection and review of transactions by the Purchasing Division, the Accounting Division, and, under limited circumstances, the Office of the County Auditor.
Currently, County Commissioners are not eligible to participate in the P-Card Program, and must generally pay for County expenses such as travel expenses with a personal credit card and seek reimbursement after the fact. If approved, the proposed Resolution would allow any County Commissioner, if they so choose, to obtain and use a P-Card, subject to the policies and procedures for the P-Card Program (which would be amended to permit participation by County Commissioners).
Commissioner Davis’s proposed Resolution (Exhibit 1) retains the P-Card provisions as currently codified but for the single change of permitting County Commissioners to participate fully in the P-Card Program.
Exhibit 2 is information regarding similar purchase card programs of other local governments, compiled by County Administration at the request of Commissioner Davis.
Exhibit 3 reflects additional amendments prepared by the County Attorney’s Office in consultation with County Administration and the County Auditor’s Office. The primary changes in Exhibit 3 are to modify the requirement that Commissioner offices submit copies of P-Card documentation to the County Auditor’s Office (1) to expand the requirement to include County Commissioners and (2) to extend the time for submission to better align with the P-Card Program manual and the practicalities of typical P-Card usage.
