Section 125.01(2)(p), Florida Statutes authorizes the Board to enter into agreements with other governmental agencies. Board action is required to approve and recognize funding for the grant agreement.

Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE NATURAL RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the County’s value of “Collaborates: Building partnerships and working collaboratively with others to meet shared objectives” and goal of “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”
The Air Quality Program is a federal and state approved local air quality program responsible for protecting and improving air quality in Broward County, in accordance with state and federal regulations. The Natural Resources Division implements a federal and state approved local air pollution control program responsible for protecting and improving air quality in Broward County. The Air Quality Program is funded in large part by the U.S. EPA Section 105 grant and has been supported by this grant for thirty years. The program includes implementation of the 1990 Clean Air Act Amendments, ambient air monitoring, permitting and compliance verification, asbestos inspections, air quality analysis and planning, and public outreach.
This item formally accepts the U.S. EPA 105 A-00402625 grant and second amendment in the amount of $259,612 for the budget period of October 1, 2024, through September 30, 2026, bringing the total amount awarded under this grant to $1,280,499, of which the County in-kind match is $731,866, resulting in EPA funding in the amount to date of $548,633 towards a total of $1,829,132. The grant amendment was received from the U.S. EPA on February 22, 2026 (Exhibit 1).
Because the County is a recipient of funds from a federal agency under this agreement, the County’s standard terms are not included. Moreover, the agreement imposes an annual Federal Financial Report and an annual Performance Report requirement on the County. However, this amendment has been provided legal review and approval as to form by the Office of the County Attorney.

This amendment is utilizing the budget authority of the Broward County Fiscal Year 2026 Adopted Budget.
