Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

Approval of this Florida Department of Transportation Request for Extension of Public Transportation Agreement form (Exhibit 1) will allow sufficient time to utilize remaining funds to support operations and maintenance of the I95 Express Bus Service.

As background, on May 4, 2021 (Item 6), the Board approved a Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) to provide $1,400,000 to support operations and maintenance of the I95 Express Bus Service, with the PTGA to initially expire on June 30, 2024. On February 8, 2022 (Item 6), the Board approved an amendment to the PGTA providing $4,405,953 in additional funding and extended the term of the agreement to June 30, 2025. Two additional amendments to the PTGA were approved to provide additional funding: May 21, 2024 (Item 14), amendment No. 2 for an additional $150,000; and August 22, 2024 (Item 19), amendment No. 3 for an additional $3,756,000 in funding for an amended grant total amount of $9,711,953.  The Transportation Department is requesting an extension to October 31, 2025, to allow sufficient time to utilize the remaining grant funds to support operations and maintenance associated with the I95 Express Bus Service.
