Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE ACTION.

 

This item supports the Commission’s value of "building partnerships and working collaboratively with others to meet shared objectives" and the goal of "delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The Master Contract provides standard provisions for grant contracts between the Council and Broward County that pertain to the well-being of Broward County’s elderly residents.

 

Since October 1, 1986, the Elderly and Veterans Services Division (“EVSD”) has been the lead agency in Broward County for delivering services to the elderly population. EVSD administers various programs through contracts with the Council for providing case management and health support services. EVSD also subcontracts with home health and other community agencies to provide in-home, adult day care, and other services. Functionally impaired individuals, 60 years of age and over, are eligible for services.

 

The Master Contract (Exhibit 1) is a non-financial agreement that outlines the general terms and conditions governing Council grant contracts with Broward County, funded by local Florida General Revenue and Older Americans Act (“OAA”) dollars. The applicable contracts incorporate the Master Contract by reference and cover services under programs such as OAA Title IIIE, Community Care for the Elderly, Home Care for the Elderly, and the Alzheimer's Disease Initiative.

 

Retroactive approval is requested because the Master Contract No. JM026-15-2028, (Exhibit 1) was not finalized until March 19, 2026.

 

The Master Contract is in the Council’s format and has been reviewed and approved as to form by the County Attorney’s Office. The Council will execute the contract after the Commission’s approval.
