A. MOTION TO DISCUSS revised Administrative Action Plan for the U.S. Department of Housing and Urban Development (“HUD”) Fiscal Year 2024-2025 Community Development Block Grant Disaster Recovery (“CDBG-DR”) grant funds in the amount of $29,222,000 (“Action Plan”), and provide direction regarding funding allocations.
B. MOTION TO APPROVE revised Action Plan based on the direction provided in Motion A; and authorize the County Administrator to: (i) submit the revised Action Plan to HUD; (ii) amend the CDBG-DR Action Plan as may be required as a result of the HUD review process; (iii) take all necessary administrative and budgetary actions for implementation of the revised Action Plan; and (iv) negotiate and execute agreements, amendments, reinstatements, and interlocal agreements with subrecipients and/or contractors/developers to implement the programs and allocate funding for the respective programs, subject to review and approval as to legal sufficiency by the Office of the County Attorney.

Funding reallocation of the CDBG-DR Action Plan must be resubmitted to Housing and Urban Development (HUD) for approval prior to notice of funding to public.

On April 1, 2025, the Board approved the original Administrative Action Plan (Item No. 31).
On April 14, 2026, the Board requested Staff review the funding priorities (Item No. 64).
Summary Explanation/Background
CDBG-DR funding in the amount of $29,222,000 was awarded to the County by HUD in relation to a 2023 storm event. An Action Plan for expending the funds in accordance with grant requirements was subsequently submitted to HUD in August of 2025. On April 14, 2026, the Board discussed redistributing the allocation of funds regarding infrastructure and affordable housing needs.
Exhibit 1 contains the original Action Plan from August of 2025, (Plan A), a revised Action Plan (Plan B), potentially allocating additional funds to infrastructure as discussed during the April 14, 2026 Board meeting, and another revised Action Plan, (Plan C), potentially providing funding for Economic Revitalization in response to requests regarding allocating funds for this eligible activity during Commissioner briefings.
Staff seeks direction regarding exact funding amounts for each category as to Plan B, Plan C or some other variation as determined by the Board.
Should Economic Revitalization activity be added as a requested funding allocation, staff will be required to conduct an additional needs study and data analysis of businesses that reported losses or damage in 2023, as well as create underwriting guidelines which will require HUD approval.
Should the Board direct staff to submit a revised Action Plan, a 30-day public notice and resubmission period will follow.
Staff requests that the Board provide feedback and authorize the County Administrator to submit the revised Action Plan to HUD, incorporating the Board’s feedback during the meeting. Staff also requests authorization for the County Administrator to make any revisions to the Action Plan that may be required by HUD during its review process.
