Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.

 

What Action Accomplishes

Approval of this Motion updates the eligibility requirements to the YWCA South Florida, Inc., Agreement for Court Supervision Drop-in Childcare Services with Enrichment.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Approval of this action expands the Court Supervision Drop-in Childcare Services to allow services to be provided for children of people subjected to domestic violence when their caregivers are required to attend any family court proceedings related to a domestic violence incident at no additional cost to County, including divorce, child custody, visitation rights, child support, adoption, guardianship, or paternity. Previously, these services were only available for those children when their caregivers were attending domestic violence proceedings.

 

The Community Partnerships Division advertised this program in the Fiscal Year 2025 Request for Proposals. This program is specific to children and families who are victims of domestic violence, are or were involved in domestic violence court proceedings at the Main Broward County Courthouse, and who have no other options for childcare while attending these court proceedings. YWCA was the only applicant for this program. On September 5, 2024, (Item No. 7), the Commission awarded YWCA a three-year agreement in the annual amount of $115,000.

 

On March 21, 2025, the Human Services Department received a request from the Broward County Family Circuit Court Judges of the Seventeenth Judicial Circuit to expand this program as described in this Second Amendment (Exhibit 1).

 

This Second Amendment will not result in any increased costs to County, nor does it require additional staff or facility space at the courthouse.

 

This Second Amendment has been reviewed and approved for legal sufficiency by the County Attorney’s office.
