Summary Explanation/Background

On March 27, 2020, the President signed the CARES Act into law, which provides direct federal assistance to local governments with populations over 500,000. Broward County has received $340,744,702 in funds to assist with this public health emergency for eligible expenses incurred from March 1, 2020 to December 31, 2020.

Non-exclusive examples of eligible expenditures are:

Medical costs and public health expenses,

Payroll expenses for certain employees (e.g. public health) whose services are substantially dedicated to mitigating or responding to the emergency,

Expenses of actions to facilitate compliance with public health measures,

Expenses associated with the provision of economic support,

Other COVID-19 related expenses reasonably necessary to the function of government.

There are Federal guidelines related to eligibility. The County is accountable for every dollar of expenses, as ineligible expenses are subject to recoupment. In addition to the protective actions currently being undertaken, staff intends to bring the Board a set of recommendations for expenditure prior to Board recess.
