MOTION TO APPROVE Grant Application to the U.S. Department of Health and Human Services, Health Resources and Services Administration in the amount of $3,238,574 for the grant period of March 1, 2025, through February 28, 2026, to provide core medical and support services in addition to planning, evaluation, and training services for persons living with HIV/AIDS; authorize the County Administrator to execute and implement the grant upon receipt, subject to review and approval for legal sufficiency by the County Attorney’s Office, and to take all necessary administrative and budgetary actions related to the grant.

Why Action is Necessary
Section 20.31(b)(3), Broward County Administrative Code, requires that the Broward County Board of County Commissioners ("Commission") approves all state and federal grant agreements.
What Action Accomplishes
Approval will enable Broward County to apply for federal funding to continue providing health care and support services to eligible Broward County residents living with HIV/AIDS.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Securing federal grant funding will facilitate the continued provision of needed services to eligible Broward County residents living with HIV/AIDS.
The Human Services Department requests Commission approval to submit a grant application to the U.S. Department of Health and Human Services, Health Resources and Services Administration (“HRSA”) for Ending the HIV Epidemic (“EHE”) funds for the 2025-2030 EHE grant period.
The most recent Florida Department of Health HIV/AIDS Surveillance Report documented 21,505 persons living with HIV/AIDS in Broward County. The U.S. Department of Health and Human Services Centers for Disease Control and Prevention’s most recent HIV Surveillance Report ranks the Miami-Fort Lauderdale-Pompano Beach, FL statistical area number one in the nation for the rate of new HIV infections, with racial and ethnic minorities disproportionately impacted by the epidemic. EHE funds assist in developing and enhancing high-quality, community-based care for individuals and families with low income affected by HIV/AIDS-related illnesses in eligible metropolitan areas and transitional grant areas (“EMA/TGA”). The Broward County EMA/TGA has received EHE grant funding from HRSA since 2020.
To avoid an interruption of needed health care and support services funded by prior EHE grants, HSD is requesting Commission approval to submit a grant application to HRSA in the amount of $3,238,574. HSD intends to use the EHE funding as outlined in Exhibit 1 for the period of March 1, 2025, through February 28, 2026, to provide core medical and support services in addition to planning and evaluation services and training services for persons living with HIV/AIDS. This EHE funding is integral to reducing the rate of new HIV infections and ending the HIV epidemic in Broward County. The 2025-2030 Grant Application must be submitted to HRSA by October 22, 2024.

Broward County's EHE program is 100% funded through federal dollars from HRSA. No Broward County funds are required. The program would be discontinued if grant funding were no longer available.
