Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the MAP Broward goal to “enhance multimodal options: improve safety of multimodal travel options, and expand facilities for walking, bicycling, transit, and micro-mobility.”
Broward County is making improvements to an approximately two-mile segment of Andrews Avenue (a County road) from Sunrise Boulevard to Oakland Park Boulevard, known as the Andrews Avenue Corridor Project. The improvements include the construction of wider pedestrian paths, median islands, midblock crossings, additional turn lanes, mast arm replacements, signalization upgrades at several intersections, and drainage and lighting improvements within the project corridor. The Project will be implemented with no change in the number of through travel lanes. The City owns and maintains approximately 5,400 feet of water utilities within a portion of the Andrews Avenue Corridor Project from South Fork of Middle River to Oakland Park Boulevard.
During County Project design, the City’s water utilities were found to be in direct conflict with the anticipated location of the Florida Power and Light (FPL) facilities, which needed to be relocated to accommodate the Andrews Avenue Corridor Project. Since the water utilities are located within the County right-of-way, their relocation, adjustment, and disposal are the responsibilities of the City. The City has requested that the County include the utility work in the County’s Andrews Avenue Corridor Project, and the County has determined that it is a mutual benefit to the residents of the County and City to perform the utility work as part of the Project. The schedule of completion of County’s Project design has changed in anticipation of the utility work being included in the Andrews Avenue Corridor Project upon execution of this Joint Participation Agreement.
This item seeks Commission approval of a Joint Participation Agreement between the County and the City for the relocation, disposal, and adjustment of City water main utilities related to the Andrews Avenue Corridor Project (“JPA Work”). Under the Agreement, before construction begins, the City will pay County for all JPA Work in an amount not-to-exceed $3,000,000, which amount is expected to cover all costs, including but not limited to applicable permitting, design, construction, and construction engineering and inspection costs. The City will also provide for the ongoing and perpetual maintenance and repair of the relocated water utilities, including compliance with existing Broward County Highway Construction and Engineering Division permit conditions. Moreover, the City will pay or reimburse the County for any damage to the road and Project work caused by the City’s maintenance and repair of the relocated utilities. Upon Project completion, the County will provide a refund to the City for any unspent portion of the payment after deducting the actual City costs.
