Why Action is Necessary
Broward County Board of County Commissioners approval (“Board”) is required for the execution of the Fourth Amendment to the Agreement for Janitorial Services for Terminals 1, 2, 3 and 4 and the Airport Operations Control Center at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”) (“Agreement”).

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action will extend the Agreement for janitorial services at FLL by one year, from August 1, 2024, through July 31, 2025, and will increase the not-to-exceed amount by $20,914,350, plus Optional Services in the not-to-exceed amount of $1,405,683.
On June 16, 2020 (Item No. 75), the Board approved the Agreement, which provided for an initial three-year term, commencing on August 1, 2020, and two one-year Extension Terms.
On September 2, 2020, the Director of Purchasing approved and executed the First Amendment to the Agreement, which amended Article 13, Payment and Performance, to exclude the annual maximum not-to-exceed amount for Optional Services from inclusion in the Payment and Performance Bond.
On January 18, 2022, the County Administrator approved and executed the Second Amendment to the Agreement, which authorized the Contractor to pay its employees public health emergency wages and a one-time retention payment during the COVID-19 pandemic.
On January 18, 2023, the County Administrator approved and executed the Third Amendment to the Agreement which adjusted the amounts payable to the Contractor because of the updates to the Broward County Living Wage Ordinance.
On July 27, 2023, the Director of Purchasing exercised the first one-year Extension Term, which extended the Agreement through July 31, 2024.
The proposed Fourth Amendment, if approved, exercises the second Extension Term to extend the Agreement by one year through July 31, 2025, and will increase the not-to-exceed amount for Services in the Agreement by $20,914,350 plus Optional Services not-to-exceed $1,405,683.
The Fourth Amendment has been reviewed and approved as to form by the Office of the County Attorney.
