MOTION TO APPROVE Contract No. 10993 between the State of Florida, Department of Juvenile Justice and Broward County in the amount of $831,438 to Broward County, effective September 1, 2026 through August 31, 2029, to conduct assessments for eligible youth who receive a prearrest delinquency citation; authorize the County Administrator to execute renewals and amendments to the Contract that do not impose additional financial obligations on Broward County, subject to legal sufficiency review and approval by the County Attorney’s Office; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Contract.
B. MOTION TO ADOPT budget Resolution in the Crisis Intervention Fund in the amount of $19,146 to fund assessment services for eligible youth who receive a prearrest delinquency citation.

A. Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.
B. Section 129.06(2)(d), Florida Statutes, requires a budget Resolution to recognize revenue.
What Action Accomplishes
Approval of Motions A and B provides continued funding of assessment services for eligible youth in the Juvenile Civil Citation program in Broward County.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Funding from the State of Florida, Department of Juvenile Justice (“DJJ”) supports the Office of Justice Services (“OJS”) in continuing the implementation of the Juvenile Civil Citation program.
Broward County established a countywide juvenile civil citation process in Fiscal Year 2012. The process ensures that a juvenile’s misdemeanor offence is appropriately addressed without creating a criminal record, reduces delinquency, and saves resources.
Contract No. 10993 (Exhibit 1) is a three-year contract that provides a total of $831,438 in funding to Broward County for allowable expenditures for the term of the three-year agreement, an average of $277,146 per year. The funding will be used to pay salaries and fringe benefits for OJS staff to conduct assessments for juveniles who receive a prearrest delinquency citation from law enforcement agencies in Circuit Court 17, Broward County or who reside in Broward County and receive such a civil citation from a law enforcement agency outside of Broward County.
The Contract is in the form required by DJJ and has been reviewed and approved for legal sufficiency by the County Attorney’s Office. DJJ will sign last after Commission approval.

The Contract provides a maximum funding amount of $831,438, for an annual average of $277,146 from DJJ. No Broward County match is required. Funding for the DJJ Civil Citation Program is included in the Broward County Fiscal Year 2026 Adopted Budget in the amount of $258,000. This action budgets the unanticipated additional revenue in the amount of $19,146 for the combined amount of $277,146.
