Title: A. MOTION TO AUTHORIZE County Administrator to approve and execute the Fifth Amendment to Agreement No. 24-CP-HCS-2199-01 between Broward County and Broward Behavioral Health Coalition, Inc., increasing the Agreement amount from $1,500,000 to $4,500,000, effective October 1, 2026, through September 30, 2027, to add a recurring program for transitional recovery housing for individuals experiencing opioid and co-occurring substance use and/or mental health conditions; authorize the County Administrator to execute amendments to the Agreement, subject to legal sufficiency review and approval by the County Attorney’s Office, provided such amendments do not impose any additional financial obligations on the County; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement as amended. Why Action is Necessary
Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.

A waiver of conflict arising under Section 112.313(7)(a), Florida Statutes, requires two-thirds approval by the Commission.

What Action Accomplishes
Approval of Motion A would enable the addition of one recurring program to be added to the Agreement with the Broward Behavioral Health Coalition, Inc. (“BBHC”) for transitional recovery housing for individuals experiencing opioid and any co-occurring substance use and/or mental health conditions.
