MOTION TO APPROVE threshold increase for open-end Contract No. OPN2129058B1, Baggage Handling Systems Maintenance, Repair, and Operations Services between Broward County and Oshkosh AeroTech, LLC, for the Broward County Aviation Department and the Port Everglades Department, increasing the potential five-year contract amount by $2,400,000 for the miscellaneous parts, materials, and inspections allowance for a new maximum contract amount of $55,970,980.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, Broward County Board of County Commissioners’ (“Board”) approval is required for threshold increases above the $500,000 award authority of the Director of Purchasing.
In accordance with Section 332.0075(3)(b), Florida Statutes, a governing body must approve, award, or ratify all contracts for commodities or contractual services executed by or on behalf of a commercial service large hub airport in excess of $1,500,000 as a separate line item on the agenda and must provide a reasonable opportunity for public comment. Such contracts may not be approved, awarded, or ratified as part of a consent agenda.
What Action Accomplishes
Increases contract threshold for the miscellaneous parts, materials, and inspections allowance to ensure continuity of Baggage Handling Systems Maintenance, Repair, and Operations Services for the Broward County Aviation Department (“BCAD”) and Port Everglades Department (“PEV”) for the remainder of the potential five-year contract through June 30, 2030.
