MOTION TO AWARD open-end contract to low responsive, responsible bidder, Mills Electric Service, Inc., for Electrical Maintenance and Repair Services, Bid No. BLD2130613B1, for the Water and Wastewater Services and other Broward County agencies, in the initial two-year estimated amount of $11,399,460, including allowances in the amount of $6,937,000, and authorize the Director of Purchasing to renew the contract for three one-year periods, for a five-year estimated amount of $28,498,650.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, Board approval is required for awards with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract, that includes a rejection of apparent low bidder.
What Action Accomplishes
Provides all labor, tools, equipment, and materials to inspect, test, maintain, calibrate, and repair existing electrical power systems and related equipment.

THE PURCHASING DIVISION AND THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) determined that this solicitation should have a County Business Enterprise (CBE) participation goal of 10%. Mills Electric Service, Inc. committed to 10% CBE participation, which has been reviewed and approved by OESBD (Exhibit 2).
The contract provides for all labor, tools, equipment, and materials to inspect, test, maintain, calibrate, and repair existing electrical power systems and related equipment.
