Summary Explanation/Background

Broward County Housing Authority (“BCHA”) is an independent special district that serves more than 12,000 Broward County residents in a variety of ways, including through managing and maintaining residential properties for qualifying tenants, and through a housing counseling program certified by the U.S. Department of Housing and Urban Development.

One of the programs administered by BCHA is a housing choice voucher (“HCV”) program (also known as “Section 8”) that helps income-eligible residents of Broward County afford safe and appropriate housing. HCVs are issued to a particular person or family and travel with that person or family if they relocate. By contrast, project-based vouchers (“PBVs”) are issued for the rehabilitation or construction of a particular housing project, and the applicable housing authority agrees to subsidize the units upon satisfactory completion of the rehabilitation or construction. The PBVs would continue to apply for the designated housing project even if there is a change in tenants.  BCHA does not currently utilize PBVs.

This item permits Board discussion of support for utilization of PBVs by BCHA to facilitate needed improvements to local affordable housing.
