Summary Explanation/Background
The Cone of Silence does not draw distinctions in its application between a "regular" solicitation and a "two-step" solicitation (which is a solicitation in which the first step is a solicitation to qualify vendors, and the second step is a solicitation to evaluate the qualified vendors' proposals). The proposed Ordinance codifies the County's current practice regarding the application of the Cone of Silence to two-step solicitations, which is generally that the Cone of Silence commences upon the advertisement of Step One and concludes upon the award or other termination of Step Two.
