MOTION TO ADOPT Resolution directing the County Administrator to publish Notice of Public Hearing to be held on February 11, 2025, at 10:00 a.m., in Room 422 of Governmental Center East, to consider enactment of a proposed Ordinance, the title of which is as follows:
AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO THE CONE OF SILENCE; AMENDING SECTION 1-266 OF THE BROWARD COUNTY CODE OF ORDINANCES ("CODE"); AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE CODE, AND AN EFFECTIVE DATE.

The Cone of Silence does not draw distinctions in its application between a "regular" solicitation and a "two-step" solicitation (which is a solicitation in which the first step is a solicitation to qualify vendors, and the second step is a solicitation to evaluate the qualified vendors' proposals). The proposed Ordinance codifies the County's current practice regarding the application of the Cone of Silence to two-step solicitations, which is generally that the Cone of Silence commences upon the advertisement of Step One and concludes upon the award or other termination of Step Two.
