MOTION TO AUTHORIZE County Administrator or written designee to negotiate, approve, and execute an amendment to the agreement between Broward County and Marlin Engineering (RFP No. TRN2122666P1) for the Low-Stress Multimodal Transportation Master Plan for an additional $200,000 in surtax funding (for a new total agreement amount of $680,520) and to extend the agreement for an additional eight months (for a new total duration of 26 months), and to revise certain scope elements, subject to review and approval as to legal sufficiency by the Office of the County Attorney; and authorize the County Administrator to take any necessary administrative and budgetary actions to implement the amendment.

Why Action is Necessary
The addition of surtax funds will be used to restore the project's scope of work to its original intent, extend the project timeline, and allow for additional necessary activities and deliverables.
What Action Accomplishes
The action allows the Low Stress Multimodal Master Plan to seamlessly integrate into the federally funded Safe Streets and Roads for All (SS4A) Broward Safety Action Plan. Further, this action fulfills the original intent of the project's Scope of Work, including robust public participation and engagement necessary for its intended longevity. The successful completion of this Master Plan, the feasibility analysis, and conceptual design establishes the framework for countywide multimodal investments and the pursuit of future federal funding for SS4A implementation grants.
