In accordance with the Broward County Administrative Code Section 21.47 (a)., Award and Execution Authority, Board approval is required for awards exceeding $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Provides additional contract threshold for painting and waterproofing services for Port Everglades' Cruise Terminal 18.

Summary Explanation/Background
THE PORT EVERGLADES DEPARTMENT AND THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT RECOMMEND APPROVAL.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 25% for this contract. Properties of Elegant Distinction, LLC committed to 25% CBE participation, which was reviewed and approved by OESBD. As of April 20, 2026, the vendor reports attainment of 24.05% CBE participation.
On August 10, 2023, during the summer recess as authorized by the Board on June 13, 2023 (Item No. 29), the County Administrator approved the open-ended contract to Properties of Elegant Distinction, LLC, for Painting and Waterproofing Services, Bid No. BLD2126003B1, for the Facilities Management Division ("FMD") of the Public Works and Environmental Services Department, in the initial one-year amount of $2,323,967, including allowances in the amount of $25,000; for a five-year potential award amount of $11,619,835.
