MOTION TO ENACT Ordinance, the title of which is as follows:
AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO THE BROWARD REGIONAL EMERGENCY MEDICAL SERVICES ("EMS") COUNCIL; AMENDING SECTION 15-74 OF THE BROWARD COUNTY CODE OF ORDINANCES ("CODE"); RELATING TO COUNTY COMMISSIONER REPRESENTATION ON THE EMS COUNCIL; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE CODE, AND AN EFFECTIVE DATE.

A Resolution directing the County Administrator to publish notice of public hearing to consider enactment of the Ordinance was adopted by the Board of County Commissioners ("Commission") at its meeting of May 12, 2026.

Summary Explanation/Background
Chapter 15 of the Code establishes the membership composition of the Broward Regional Emergency Medical Services ("EMS") Council, which currently includes representatives of medical, fire rescue, hospital, emergency management, and other community stakeholder entities, as well as a County Commissioner.
The proposed Ordinance, if enacted, would amend Chapter 15 of the Code to add an alternate County Commissioner, nominated by the Mayor, to serve on the EMS Council. The alternate County Commissioner would only participate as a member of the EMS Council, be counted toward a quorum, or vote in the absence of the member County Commissioner. The alternate County Commissioner would be exempt from the attendance, removal, and reappointment provisions of Section 1-233 of the Code.
