MOTION TO ENACT Ordinance, the title of which is as follows:
AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO EXPEDITED APPROVAL OF BUILDING PERMITS BEFORE A FINAL PLAT IS RECORDED; AMENDING SECTION 5-187 OF THE BROWARD COUNTY CODE OF ORDINANCES ("CODE") CONSISTENT WITH CHAPTER NO. 2024-210, LAWS OF FLORIDA, EXPEDITING THE PROCESS FOR ISSUING BUILDING PERMITS PRIOR TO PLAT RECORDATION; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE CODE, AND AN EFFECTIVE DATE.

Summary Explanation/Background
Chapter 2024-210, Laws of Florida, amended Section 177.073, Florida Statutes, to require local governments to develop a process for expediting building permit issuance for residential subdivisions prior to recording of the final plat in the Official Records. Local governments that had such a process in place before July 1, 2023, are required to update their process to provide for the expediting of written applications for up to fifty percent (50%) of the residential building permits.
Section 5-187(c) of the Land Development Code, enacted on May 19, 2020, authorized an expedited process for the issuance of building permits prior to plat recordation.
