Summary Explanation/Background

THE RESILIENT ENVIRONMENT DEPARTMENT AND THE URBAN PLANNING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

Chapter 2024-210, Laws of Florida, amended Section 177.073, Florida Statutes substantially increasing the number of building permits that can be issued in a development project prior to plat recordation. On November 13, 2024 (Item No. 58), the Board amended Section 5-187 of the Land Development Code to formalize portions of the existing process and explicitly list the requirements for tri-party agreements among the developer, the municipality, and the County, to further expedite the issuance of building permits prior to plat recordation. During the past six months, several development projects have been subject to the new regulations.  Staff have identified a need to refine the code to address concerns raised by developers and municipalities.
