Per the County Administrative Policies and Procedures (CAPP) Chapter 1- Amending Capital Budgets 2.1.6C, Board approval is required for capital project transfers that substantially change the scope, nature or phasing of a project.

Summary Explanation/Background
From the SOE memo, exhibit 1: "The current Fiscal Year 2023 Capital Budget consists of $5,002,700. Our office is requesting approximately $4,157,026 be reallocated to the Administration & Operations Budget. The intent for our current Capital Budget was to replace tabulation equipment. The recent election cycle demonstrated that the tabulation equipment worked effectively and will not need immediate replacement. Our current voter registration and check-in systems functioned effectively and provided accurate results but did not perform as efficiently as expected. Our office has also identified outdated equipment that requires replacement. The budget reallocation would allow our office to make purchases necessary to be properly equipped for the upcoming Fiscal Year 2024 Presidential election cycle".
