Summary Explanation/Background
On April 28, 2026, Item No. 30, the Commission approved a form agreement and a list of attorneys that would be able to provide hearing officer services to Broward County in areas that include, but are not limited to, building, zoning, building contractors, speed detection system enforcement, child care facilities licensing, family child care homes licensing, animal care, consumer protection, Florida’s Health Care Responsibility Act (HCRA), airport regulations, living wage, cannabis civil citation program, and environmental protection.
Janet K. Ryan has served as a hearing officer for the County since 2008. Ms. Ryan did not receive the courtesy notice that is typically provided to existing hearing officers and, therefore, did not reapply. This item seeks approval to add Janet K Ryan, Esq., to the list of hearing officers and authorizes the County Attorney to enter into the approved agreement with her.
