Summary Explanation/Background
"Reservation scalping"-unauthorized third parties reserving public service appointments and reselling them for a profit-has become increasingly prevalent. According to a recent Miami Herald article, reservation scalpers use fictitious names to schedule driver license appointments throughout Broward and Miami-Dade County and sell them for up to $250. As a result, Broward County residents may be required to pay for appointments that are provided free of charge by the public agency. Residents may also inadvertently share personal or payment information with unauthorized individuals or entities. In addition to the harm to residents, these activities may disrupt the proper functioning of appointment scheduling systems and create a false demand for services.
Currently, driver license services in Broward County are provided by the state. These services will transition fully to the Broward County Tax Collector by the Summer of 2026. The Broward County Tax Collector has acknowledged that reservation scalping is a problem and supports efforts to address it through the implementation of administrative, technological, and legislative measures.
