Summary Explanation/Background
THE PARKS AND RECREATION DIVISION RECOMMENDS THE APPROVAL OF THE ABOVE MOTION.

On behalf of the Parks and Recreation Division, the Purchasing Division conducted a solicitation (PNC2130150B1) for Lead Removal at Markham Park Target Range to remove the lead particles that accumulate in the backstop earth berms from discharged ammunition. The available budget for this project was $80,000. The low bid was $86,528 which included a lead credit of $24,000, estimated at 40,000 pounds. The solicitation included the stipulation that the credit would be adjusted higher or lower, depending on the actual amount of lead recovered upon project completion. Since the low bid came in higher than the available budget, the Purchasing Division, on behalf of the Parks and Recreation Division, requested, and the vendor agreed to a firm, fixed price of $84,000, with no lead credit. Parks is requesting the approval of the above motion.
