Summary Explanation/Background

Private school transportation providers in Broward County are currently regulated under the same standards as taxis, luxury limousines, and other commercial transportation services. These providers exclusively serve school-aged children and operate on fixed routes aligned with the academic calendar.

Recently, several providers have raised concerns about their classification under the County’s vehicle-for-hire regulations, which impose stricter requirements-particularly regarding liability insurance and vehicle standards-than those required by state law. These regulations place a significant burden on small businesses operating in this sector.

This item directs the County Attorney’s Office to draft an Ordinance that updates the regulatory framework for private school transportation providers to account for the limited scope and specialized nature of their services.
