Summary Explanation/Background
This item is related to two separate items on the Board's April 28, 2026, agenda: (1) a public hearing on a proposed Broward County Health Care Plan Ordinance ("Health Care Ordinance"), providing for the levy of an Indigent Care and Trauma Center Surtax ("Health Care Surtax") of one-quarter percent (0.25%) for a period of five years, subject to approval by a majority of the electors of Broward County voting in a referendum election; and (2) a Resolution to approve the ballot question for that referendum, to be included in the General Election on November 3, 2026.
This item would approve the proposed Broward County Health Care Plan ("Health Care Plan") (Exhibit 1). If the Health Care Ordinance is enacted by the Board and the referendum is approved by the voters during the General Election on November 3, 2026, the proceeds of the Health Care Surtax would be expended as authorized in Section 212.055(4), Florida Statutes, and in accordance with this Health Care Plan, including as may be amended from time to time.
