Summary Explanation/Background
The Federation of Public Employees, AFL-CIO ("FOPE"), represents various employee classifications, including detention deputies, through a collective bargaining agreement with the Broward Sheriff's Office ("BSO"). The current collective bargaining agreement expired on September 30, 2024.

The parties agree that the sole issue at impasse concerns vacancies and bidding for detention deputies' posts/assignments, as specifically addressed in Article 21 of the collective bargaining agreement.

Pursuant to Section 447.403, Florida Statutes, the process for resolving public employer impasses requires the legislative body (here, the Board) to hold a public hearing. During this hearing, both parties are required to explain their positions on the impasse issue. Following these presentations, the Board shall take action in the public interest, including the interest of the public employees involved, to resolve the disputed issue.

The parties have agreed to the following procedure for the impasse hearing: Each side will have up to 30 minutes to explain its position. FOPE will make its presentation first, followed by BSO.
