Summary Explanation/Background
Certain provisions of the Broward County Code of Ordinances ("Code"), enacted in 1972, require fluorides be introduced into public water systems. The Code provisions at issue have not been enforced by the County because all water systems in Broward County were fluoridating their water.

The Florida Legislature recently enacted Senate Bill 700, signed by the Governor on May 15, 2025, and with an effective date of July 1, 2025, which prohibits any additive in a public water system that does not qualify as a "water quality additive," as defined by Florida law. Under the newly enacted law, fluoride is no longer a permitted additive in public water systems.
