A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO THE PURCHASING CARD PROGRAM; AMENDING SECTION 21.31 OF THE BROWARD COUNTY ADMINISTRATIVE CODE ("ADMINISTRATIVE CODE"); AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

Why Action is Necessary
A Resolution directing the County Administrator to publish notice of public hearing to consider adoption of the Resolution Amending the Broward County Administrative Code was adopted by the Board of County Commissioners ("Commission") at its meeting of January 22, 2026.

Summary Explanation/Background
Broward County maintains a Purchasing Card ("P-Card") Program to facilitate efficient purchases of low-dollar, routine items needed for ongoing County operations. The P-Card Program includes numerous internal controls such as training and testing requirements, approval processes, per transaction and per day limitations, and inspection and review of transactions by the Purchasing Division, the Accounting Division, and, under limited circumstances, the Office of the County Auditor.
Currently, County Commissioners are not eligible to participate in the P-Card Program, and must generally pay for County expenses such as travel expenses with a personal credit card and seek reimbursement after the fact. If approved, the proposed Resolution would allow any County Comm...
