Summary Explanation/Background

Chapter 3½ of the Code generally provides that any person or entity providing Advanced Life Support (“ALS”) or Basic Life Support (“BLS”) services within Broward County must obtain a certificate of public convenience and necessity (“Certificate”) from the County.

Vehicles owned or operated directly by a hospital to transport patients to or from the hospital’s own facilities are exempt from the Code if the hospital does not charge a fee for such service. However, Florida law requires the hospital to obtain a locally issued Certificate before the State of Florida will grant it a license for such transportation services.

This item, if approved, would direct the County Attorney’s Office to prepare an amendment to the Code for future consideration by the Board to permit issuance of the applicable Certificate under these circumstances by Board resolution.
