Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.135.e, the Director of Purchasing shall have the authority to enter into a contract awarded by a public procurement unit, if the public procurement unit and/or the vendor agree to such an award of their contract, and the procurement was accomplished under generally accepted public procurement principles. The actual award of such a contract shall be made by the applicable awarding authority.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board's Vision and Values of "Cooperatively delivering an efficient and accessible regional intermodal transportation network" by improving the capacity of the transit system.

 

The purpose of this contract is to purchase five Motor Coach Industries, Inc. (MCI) over-the-road, heavy-duty commuter coach transit buses utilizing the State of Georgia Department of Administrative Services (DOAS) Contract No. 99999-001-SPD0000138-0006, at a unit cost including options of $605,200 per vehicle, and one equipment diagnostics package (Exhibit 1).

 

The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program or assign County Business Enterprise participation goals to this solicitation based on the review of products and services requested (Exhibit 2).

 

The State of Georgia Solicitation No. 99999-SPD-SPD0000138, 2016-2017 Public Mass Transit and Transportation Vehicles and Related Equipment and Accessories, was competitively solicited as a Request for Proposal (RFP) by DOAS. The RFP publicly opened on February 6, 2018 with eight responses received.

 

The State of Georgia DOAS pre-negotiated the pricing, which represents an additional cost-savings benefit for the County. Additionally, the County is benefiting by realizing economies of scale, reducing administrative costs of project solicitation, having a direct relationship with the manufacturer for added quality control, and the ability to select vehicles and options that meet the County’s requirements. The Georgia Contract 99999-SPD-SPD0000138 complies with the Federal Transportation Administration piggy-back requirements and the buses being selected meet the Broward County fixed-route transit fleet requirements.

 

By utilizing this contract, the County will benefit from lower costs available through competitive pricing based on large volume discounts. The Transit Division and the Purchasing Division reviewed the contract and determined the prices submitted by MCI are considered fair and reasonable, are less than previous Broward County purchase prices, and are aligned with the market for the industry (Exhibit 3).

 

The State of Georgia has authorized Broward County to utilize this contract to secure the necessary vehicles for Broward County. Obtaining the necessary vehicles will improve the capacity of the transit system. To expedite the procurement of these over-the-road coach transit buses and obtain delivery in an efficient manner, whereby timeliness is a major factor, the Transit Division is requesting approval to utilize and piggyback this contract.

 

The amounts referenced in this agenda item were rounded to the nearest whole dollar.

 

The most recent vendor performance evaluation rating period for MCI occurred between January 1 and May 4, 2015. The firm was evaluated for its performance on Contract No. V1197409B1 for commuter coaches and received a score of 4.47 out of five.
