Why Action is Necessary

Chapter 7, Section 7.2.(m) of the Broward County Administrative Code (“Administrative Code”) provides that any proposed significant changes and periodic updates to the Airport Layout Plans (“ALPs”) for both Fort Lauderdale-Hollywood International Airport (“FLL”) and North Perry Airport (“HWO”) shall be submitted to the Broward County Board of County Commissioners (“Board”) for review prior to submittal to the Federal Aviation Administration (“FAA”) when significant changes are made.

Authorizes the Broward County Aviation Department (“BCAD”) to transmit updated versions of the ALP for both FLL and HWO to the FAA for review and approval.

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action authorizes BCAD to transmit updated versions of the ALP for both FLL and HWO to the FAA for review and approval.

 

The last update to FLL’s existing ALP was approved by the Board for submission to the FAA on June 6, 2017 (Item No. 2). This ALP was approved by the FAA on October 6, 2017.

 

The last update to HWO’s ALP was approved by the Board for submission to the FAA on August 11, 2009 (Item No. 37). This ALP was approved by the FAA on October 5, 2009. Subsequently, on December 15, 2017, BCAD submitted minor updates of HWO’s ALP to the FAA, which did not require Board approval. This existing HWO ALP was approved by the FAA on March 27, 2019.

 

Broward County (“County”) is required by the FAA to maintain current versions of the ALP for both airports. Furthermore, the ALP drawing sets for both FLL and HWO are prepared in accordance with the FAA and are a required element of each airport’s Master Plan.

 

On May 15, 2018, the Director of Aviation presented the current FLL and HWO Master Plan to the Board during a Broward County Workshop (“Workshop”) meeting. On June 6, 2019, the Director of Aviation presented a follow-up Master Plan presentation to the Board consisting of a graphic representation of the proposed development and improvements to the ALPs for both FLL and HWO during a Workshop meeting.

 

The proposed development and improvements presented to the Board during these Workshops are consistent with the proposed updates in the ALPs for FLL and HWO that the County will be submitting for review and approval by the FAA. The proposed concepts for the FLL ALP developed through the Master Plan process, address both airside and landside development. These concepts are reflected in the attached FLL Master Plan Executive Summary (Exhibit 2). The proposed concepts for HWO’s ALP primarily focus on safety and compliance requirements for the facility and are reflected in the attached HWO Master Plan Executive Summary (Exhibit 4).

 

BCAD is preparing a complete set of master plan update reports for both FLL and HWO, which will be submitted to the Board for review and approval in early 2020. The final Master Plans will not be materially different from the attached Executive Summaries.
