Summary Explanation/Background

THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/HUMAN RESOURCES DIVISION RECOMMNED APPROVAL OF THE ABOVE MOTIONS.

 

The Office of Economic and Small Business Development (OESBD) assigned this solicitation as a reserved opportunity for CBE firms.  The OESBD determined that Cochhbha Enterprises, Inc. d/b/a CEI Staffing, 4 Best Business Corp, d/b/a 4BBCorp, Albion Healthcare Staffing, Inc. and RCAN DON’T QUIT Corp. d/b/a Pridestaff all met the eligibility criteria of the CBE Reserve Program (Exhibit 1).  The annual estimated County usage in the amount of $1,593,457 is based on the unit prices submitted by the primary vendors, 4 Best Business Corp, d/b/a 4BBCorp and Cochhbha Enterprises, Inc., d/b/a CEI Staffing.

 

In accordance with the solicitation document, the County reserves the right to make multiple awards for this contract. Awards may be made to a maximum of three responsive, responsible vendors. The primary contract will be awarded to the low responsive, responsible vendor; and the secondary and tertiary contracts will be awarded to the second and third lowest responsive, responsible vendors based upon the same unit prices as those submitted by the primary vendor for each line item.

 

Purchase orders issued under the secondary and tertiary contracts will be issued only when the primary vendors are unable to perform or when the County determines that the primary vendor's maximum service capacity has been reached and additional service capacity is still needed by the County to meet the County's service time frames.

 

In accordance with the Broward County Workforce Investment Program, Broward County Administrative Code, Section 19.211, these services are subject to the Workforce Investment Program. All recommended vendors have agreed to be bound to the contractual obligations of the Workforce Investment Program.

 

In accordance with the Broward County Living Wage Ordinance, Section 26-100, these are covered services. All recommended vendors have agreed to be bound to the contractual obligations of the Living Wage Ordinance.

 

The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award. 

 

The Director of Purchasing determined that the second low bidder for Groups 1, 2 and 3, Wolfcreek Consulting, a certified CBE firm, to be non-responsive to the bid requirements; the bidder did not provide requested information within the required timeframe.

 

The Human Resources Division reviewed the bids submitted by all recommended vendors and concurs with the recommendation for award. Nineteen performance evaluations were completed for Cochhbha Enterprises, Inc. d/b/a CEI Staffing; the firm has an overall rating of 4.17 out of a possible 5.0. Two performance evaluations were completed for 4 Best Business Corp., d/b/a 4BBCorp; the firm has an overall rating of 4.23 out of a possible 5.0. One vendor performance evaluation was completed for Albion Healthcare Staffing, Inc., the firm has an overall rating of 4.72 out of 5.0. RCAN DON’T QUIT Corp. d/b/a PrideStaff has no vendor performance evaluation. Copies of vendor performance evaluations are available upon request (Exhibit 3).

 

The Purchasing Division has researched the prices submitted by the recommended bidders and has determined that the prices are fair and reasonable in comparison with other submittals (Exhibit 4).

 

Incumbent: Group 1 (Blue Collar) Cochhbha Enterprises, Inc. d/b/a CEI Staffing (primary vendor), Atrium Personnel, Inc. d/b/a Transhire (secondary vendor) and IOS Acquisitions, LLC d/b/a Insurance Overload Services (tertiary vendor).  Group 2 (White Collar) Cochhbha Enterprises, Inc. d/b/a CEI Staffing (primary vendor), Delad Security, Inc. d/b/a Delad Security and Personnel (secondary vendor) and Integrative Staffing (tertiary vendor).  Total expenditures to date $5,886,168.

 

On September 15, 2016 (Item No. 38), the previous contract was awarded by the Board. The contract term started on September 15, 2016 through September 14, 2019, the County then invoked the 90-day contract extension as allowed by the solicitation document, which began on September 14, 2019 through December 13, 2019. Using Agencies were instructed to issue purchase orders for any outstanding needs prior to the expiration of the extension to be used until the Interim Agreement was approved. 

 

The interim contract commenced on December 13, 2019 and will terminate upon approval of this contract. On December 13, 2019, the interim contract was approved by the Director of Purchasing utilizing the same pricing, terms and conditions as Contract No. Y2111358B1 in order to provide the above referenced services.

 

The bid was advertised on October 22, 2019 and opened on November 1, 2019; twenty-one firms submitted bids (Exhibit 2).
