Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This action supports the Commission value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,“ and the goal to “collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially permanent supportive, housing for persons experiencing or at risk of, homelessness.” Funding will ensure continuity of services to eligible individuals and families in Broward County.

On August 22, 2017 (Item No. 12), the Commission approved Agreement No. 18-CP-HIP-8204-01 between Broward County and TSA in the annual amount of $348,910, effective October 1, 2018 with two one-year renewal terms ending September 30, 2020, to provide RRH services. The Agreement resulted from a Request for Proposals.

On June 11, 2019 (Item No. 19), the Commission approved the First Amendment to Agreement No. 18-CP-HIP-8204-01 in the amount of $150,000, effective June 1, 2019 to September 30, 2019, that allowed TSA to provide additional RRH services under Program Two.

This Second Amendment to Agreement No. 18-CP-HIP-8204-01 adds funding and incidental services to the scope of work for Program Two effective October 1, 2019 and will allow the provider to bill for those services. The subsidies are extended to participating individuals and families experiencing homelessness in Broward County.

The Second Amendment will be reviewed for legal sufficiency by the Office of the County Attorney prior to execution by the County Administrator.
