Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These actions support the Commission value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable” and the goal to “collaborate with public and private partners to find creative, equitable, and responsible solutions to systematic community problems, especially permanent, supportive housing for persons experiencing, or at risk of, homelessness.” The additional service assists eligible families and individuals in accessing housing interventions.

 

Retroactive approval is requested to allow BPHI to bill for services previously provided and maximize use of the awarded funds.

 

On June 11, 2019 (Item No. 18), the Commission approved the appropriation and disbursement of funds to BPHI. In February 2019, the County issued a Request for Proposal (“RFP”) for funds from the Florida Department of Children and Families (“DCF”) Challenge Grant. BPHI was selected to provide Rapid Rehousing (“RRH”) services under this RFP.

 

The First Amendment will allow the provider to bill for incidentals that are a critical component to providing a comprehensive array of services to individuals and families experiencing homelessness in Broward County. Incidental services were included in the RFP, however, were not included in BPHI’s scope of work. The Challenge Grant does not require DCF approval of this additional service. There is no change in the BPHI Agreement amount. 

 

The Amendment will be reviewed for legal sufficiency by the Office of the County Attorney prior to execution by the County Administrator.

 

Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that “no public officer…shall have or hold any employment or contractual relationship with any business entity…which is doing business with an agency of which he or she is an officer or employee.” In accordance with Section 112.313(12), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion B). Forms 4A are attached hereto as Exhibit 1 and constitute full disclosure of any existing conflicts.

There is no fiscal impact to the County. Funding for the service is provided by DCF.
