Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.31.a.4, Award Authority, Board approval is required for awards exceeding $500,000 that includes a single bidder, rejection of apparent low bidder, or protested award. 

 

What Action Accomplishes

Provides for an open-end contract to provide needed service, repair, support, maintenance, and installation of CCTV equipment and systems for the Broward County Transit Division at the Copans facility, the Ravenswood facility, the Broward Terminal, and the Northeast Transit Center, and authorize increases to the estimated contract threshold based on the agencies approved budget.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development has determined that this project is race-neutral and will not contain race-conscious contract goals (Exhibit 2).

 

The purpose of this contract is to provide needed service, repair, support, maintenance, and installation of CCTV equipment and systems for the Broward County Transit Division at the Copans facility, the Ravenswood facility, the Broward Terminal, and the Northeast Transit Center.

 

This procurement carries a 5% performance and payment guaranty. The Purchasing Division confirmed with the surety company that Johnson Controls Inc. has the capacity to obtain the required guaranty.

 

The allowance items incorporated in this contract, in a total amount of $52,000, are for parts and materials, permits and design services. Expenditures under these allowance items must be approved by the contract administrator and will be reimbursed at the contractor’s actual incurred cost, without markup.  In the event that the need for the goods offered through this contract exceeds the estimated amount referenced in the motion, the contract threshold will be increased based on the approved budget for the agency.

 

On December 13, 2019, the Director of Purchasing rejected Arkel Technology, Inc. because it did not bid all line items as required by the solicitation’s Basis of Award section of the bid document.

 

The Broward County Transit Division has reviewed the bid submitted by Johnson Controls Inc. and concurs with the recommendation for award (Exhibit 3).

 

Five vendor performances have been completed for Johnson Controls Inc. and the firm has an overall rating of a 4.04 out of a possible 5. Copies of Johnson Controls Inc.’s vendor performance evaluations are available upon request.

 

There was no protest or appeal filed regarding this procurement.

 

There are no incumbents for this contract.

 

The bid posted on August 9, 2019 and opened on August 30, 2019; six bids were received with zero declinations (Exhibit 1).

 

The amounts referenced in this agenda item were rounded to the nearest whole dollar.  Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
