Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board’s value: “Offering sustainable, compatible, innovative housing options for all income-levels, including integrated, permanent supportive housing” and the corresponding goal of "Increase the availability of affordable housing of all types, countywide, in every community using effective, uniform criteria, policies and strategies.”

 

The Minor Home Repair and Water and Sewer Connection Programs are administered by the Housing Finance and Community Redevelopment Division (HFCRD) and provide income eligible homeowners with home repairs that preserve affordable dwelling units. The program is designed to serve low income households and help to preserve the County’s existing affordable housing stock. Minor home repairs predominantly consist of hurricane hardening work such as roof replacement, roof fortification and roof trusses, installation of impact resistant windows and doors, hurricane shutter installation, HVAC replacement, and electrical upgrades as needed. The Water and Sewer Connection scope consist of eliminating the home’s septic waste system and connecting to the sanitary sewer lines. 

 

Once a homeowner is determined to be eligible (income under 80% AMI) and upon scope of work created for needed repairs to be made to the home, the homeowner will enter into an agreement with the lowest responsive contractor to perform the home repairs; simultaneously the homeowners will execute a deferred payment forgivable mortgage and promissory note in the amount of the construction and program delivery costs.  Homeowners participating in the Water and Sewer Connection Program will sign a grant agreement.

 

A Request for Proposals (RFP) was issued seeking proposals from qualified and responsive firms who demonstrate the requisite knowledge, experience, technical expertise and organizational and financial capacity to perform the services specified in the RFP, to implement the minor home repair and water and sewer programs.

 

On October 18, 2019, the HFCRD received five proposals. All proposals were submitted on time and accepted.

 

On October 24, 2019, an Evaluation Committee (EC) meeting was held to score and rank the proposals. Using criteria detailed in the RFP, all five proposals were reviewed and ranked in the following order: (1) Habitat for Humanity of Broward; (2) Broward County Minority Builders’ Coalition, Inc. (3) SoFI Corporation; (4) Rebuilding Together Broward, Inc., and (5) WorldHope, Inc. (Exhibit 1).

 

An appeal was filed by Broward County Minority Builders’ Coalition. The Division Director reviewed the appeal per directions in the RFP and did not recommend any modification to the ranking or scoring. 

 

Contingent upon Board approval, Habitat for Humanity is recommended for funding and will execute an agreement with the County to implement the two programs. The agreement amount is $650,000, comprising of $500,000 for minor home repairs to Broward County service areas, $40,000 for minor home repairs for Margate, $60,000 for minor home repairs in Weston, and $50,000 for water and sewer connection services.
