Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission value of “approaching human services collaboratively and compassionately with special emphasis on the most vulnerable,” and the goal to “deliver evidence-based services to the public and connect customers and their family members to sustainable support with special emphasis on financial supports.”

 

Broward Health is a federally funded Health Resources and Services Administration (HRSA) grant recipient and is a Federally Qualified Health Center (FQHC) that provides a wide array of healthcare and related services to the homeless population at various locations throughout Broward County. A MOU will allow the County to accept client referrals from Broward Health's Healthcare for the Homeless Program to the County’s treatment centers for substance abuse treatment and related services in a manner that complies with the requirements of HIPAA.

 

Previously, the parties entered into a Nonfinancial Referral Agreement (NFRA) effective February 3, 2016. The NFRA stipulated that no monetary compensation shall be provided by either party for the services performed. However, the parties now desire to terminate the NFRA, which will terminate as of the effective date of the MOU, to allow applicable fees to be charged to referred clients based upon the County’s sliding fee schedule.
