MOTION TO ADOPT Resolution No. 2020-043 approving a Public Transportation Grant Agreement with the State of Florida Department of Transportation for Financial Project No. 440132-1-94-01; to fund Terminal Passenger Loading Bridges at the Broward County’s Fort Lauderdale-Hollywood International Airport; authorizing the Mayor or Vice-Mayor to execute same; authorizing the County Administrator to take the necessary administrative and budgetary actions; and approve any nonmonetary amendments subject to the Office of the County Attorney approving as to legal sufficiency; and providing for severability and an effective date. This Public Transportation Grant Agreement will provide grant funding up to a maximum amount of $3,000,000. A certified copy of the approved Resolution shall be inserted as Exhibit D to the Public Transportation Grant Agreement before execution.

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action approves a FDOT Public Transportation Grant Agreement (“PTGA”) to provide grant funding up to a maximum amount of $3,000,000 to assist in the Loading Bridges Project at FLL. The total cost of the project is estimated in the amount of $41,550,000. Broward County (“County”) will fund all expenses for the Loading Bridges Project in excess of the amount of FDOT’s current grand funding. The PTGA is phased to allow for future grant opportunities if they become available.
The Loading Bridges Project will replace 39 Passenger Boarding Bridges (“PBBs”) at FLL. The existing Passenger Boarding Bridges were installed as early as the year 2000. The average life expectancy of these bridges is 20 years; however, this has been accelerated due to FLL’s proximity to the ocean and increased humidity in South Florida. The 39 PBBs were surveyed and determined to be in need of replacement based on rust, wearing parts such as bearings, motors, wiring harnesses, electronics, life cycle of parts, and years of service.
The scope of this project includes removal, disposal, and replacement of the existing PBBs, Ground Power Units (“GPU”), Aircraft Pre-Conditioned Air Units (“PCAIR”) and portable water cabinets. The new PBBs will replace the existing bridges and its additional components of a 400 Hertz System GPU and a 60 Ton PCAIR.
The Loading Bridges Project will address capacity issues and allow for more efficient handling procedures. The economic benefit is to improve passengers’ flow by having the capability to quickly couple and uncouple the aircraft and other systems on the PBB platform, resulting in faster turnaround time and allowing for additional passenger handling at the same gate. The Loading Bridges Project will play a vital role in managing and promoting continued growth at FLL and providing a positive passenger experience to customers.
The proposed PTGA was reviewed by the Office of the County Attorney. The PTGA does not include the County's standard Agreement provisions as FDOT requires the County to use its form Agreement.
