Summary Explanation/Background

CULTURAL DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board's value of cultivating community culture, arts, recreation, and life-long learning and goals relating to providing diverse artistic, cultural, educational, and historical amenities and programs that contribute to a vibrant, multi-cultural, and economically viable community.

 

As part of the Fiscal Year 2019 adopted operating budget, the Board approved each individual award in all incentive program categories, with the exception of the Creative Investment Program (CIP), the Creative Place Making Program (CPMP), and the Cultural Festival Program (CFP).

 

Pursuant to Section 29.17(e) of the Broward County Administrative Code, the Broward Cultural Council makes all incentive award recommendations to the Board for all programs with the exception of the CIP, CPMP, and CFP. The Broward Cultural Council is authorized to approve CIP, CPMP, and CFP awards, which comply with these guidelines and for which funds have been allocated and budgeted by the Board for these programs. For Fiscal Year 2019, there was no funding allocated for the CPMP due to budget constraints.

 

Exhibit 1 is a report of the Broward Cultural Council’s funding recommendations and the funding activity of each award for Fiscal Year 2019. The report includes all awards that have been approved, the agreements that have been executed, the execution date of each agreement, the amount for which each agreement was executed, and the amount of expenditures for the semi-annual period.

 

The report also contains the Tourist Development Tax Capital Challenge Grant Program (TDTCCGP), a grant program created to provide capital funding to eligible organizations. Funding for this program comes from the Tourist Development Tax Reserves Fund. At the November 12, 2013, Public Hearing (Item No. 11), the Board adopted Resolution No. 2013-880 amending the Broward Cultural Council's Incentive grant programs in the Administrative Code to create the TDTCCGP, which was added as Section 29.16(j). At its September 13, 2018, meeting (Item No. 57), the Board approved a TDTCCGP Second Application Cycle when unobligated funds remain in a given funding year. Under Section 29(j) of the Broward County Administrative Code, the Board in its discretion may initiate a Second Application Cycle if more than $250,000 remains in the program's fund.

 

Pursuant to Section 29.17(h) of the Broward County Administrative Code, a semi-annual grant report must be filed with the Board no later than February 28 each year.
