Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ANIMAL CARE AND ADOPTION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

On April 3, 2012, the Board of County Commissioners adopted Resolution No. 2012-271, authorizing the establishment of a financially feasible No Kill Strategic Plan, with the intent to become a No Kill Community. As part of the Fiscal Year 2020 budget process, the Board approved funding to the Animal Care and Adoption Division to add a wellness clinic at the main Division shelter. The wellness clinic is intended to be self-supported by revenues generated from wellness clinic services, following a ramp up period. The wellness clinic will provide lower cost services to the general public such as vaccines, sterilizations, and other medical tests, health services, and treatments. A “soft” opening for the wellness clinic is tentatively planned for late-March 2020. Please see Exhibit 2 for the list of proposed wellness clinic services and fee schedule.

 

Additional revisions are also proposed to amend Section 40.9 and 40.10 of the Administrative Code to provide the Director of Animal Care and Adoption Division with the authority to waive or reduce impound, boarding and rabies tag registration fees in certain circumstances. The proposed ordinance expands upon the Director's current waiver authority to include overcapacity of the shelter, special events, where pet owner meet federal low-income guidelines, and for animals that have been identified as "most at risk." The proposal also includes an increase for the permit fee for breeders from $100 to $500. The increased fee for breeder permits is intended to discourage less qualified operations from obtaining permits, and support enforcement activities toward unqualified operations.
