Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) did not establish a County Business Enterprise (CBE) participation goal because this project is subject to 50% funding from the Florida Department of Transportation (FDOT). Florida Statute 255.0991 prohibits the use of a local preference program based upon business location for projects in which 50% or more of the cost will be paid from State-appropriated funds; therefore, the OESBD is precluded from establishing CBE goals for this project. In addition, per FDOT guidelines, this project is not subject to the Broward County Workforce Investment Program (Exhibit 2).
The purpose of this agreement is to provide Construction Engineering and Inspection (CEI) and technical support services related to the widening and reconstruction of Wiles Road from four to six lanes from University Drive to Riverside Drive (Exhibit 1).
On May 7, 2019 (Item No. 73), the Board approved the Request for Proposals (RFP) No. PNC2118620P1, Construction Engineering Inspection for Wiles Road from University Drive to Riverside Drive. Seven firms submitted proposals in response to the RFP.
On August 6, 2019, an Initial Evaluation Meeting was held. The Evaluation Committee determined that all seven firms were both responsive and responsible to the RFP requirements and voted in favor of them advancing to the Final Evaluation Meeting to be numerically scored and ranked by the Evaluation Committee.
On August 15, 2019, a Final Evaluation Meeting was held. After evaluation and ranking, the Evaluation Committee named Eisman & Russo, Inc. as the first-ranked firm.
The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from August 21-August 27, 2019, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.
On September 10, 2019, the County Administrator approved the Evaluation Committee's final ranking of the qualified firm and authorized staff to proceed with negotiations. Three negotiation meetings were held to negotiate this Agreement: October 9, 11, and November 14, 2019. These meetings were attended by representatives of Eisman & Russo, Inc., staff from the Highway Construction and Engineering Division and the Purchasing Division.
