Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission value of “approaching human services collaboratively and compassionately with special emphasis on the most vulnerable,” and the goal to “deliver evidence-based services to the public and connect customers and their family members to sustainable support with special emphasis on financial supports.”

 

BARC has received annual grant funding from FADAA since December 2017 and FDOH grant funding since November 2013.

 

Currently, a portion of BARC staff time is allocated monthly to provide the services under each Agreement. Due to the demand for services and the availability of grant funding, BARC is requesting four dedicated grant-funded positions for the current and subsequent grant periods. The requested positions are as follows: two Licensed Practical Nurses for the FADAA grant and one Behavioral Health Clinician and one Registered Nurse for the FDOH grant.

 

FADAA awarded $704,165 of grant funding it received from the Office of the State Court Administration (“OSCA”) and the Florida Department of Children and Families (“DCF”) to BARC to provide medication-assisted treatment services to opioid-addicted individuals (June 11, 2019; Item 74). Services are provided to individuals with a primary diagnosis of Opioid Use Disorder who are involved in the criminal justice system, or who are determined to be “high-risk” for becoming involved with the criminal justice system. The funding is targeted to individuals who are treated with medications such as Buprenorphine, Vivitrol, and oral Naltrexone.

 

The FDOH awarded $166,500 of grant funding to BARC to serve Ryan White Part B-eligible, HIV-positive residents of Broward County (June 6, 2017; Item 8). Services include counseling, education, and treatment needed to empower each client through the provision of effective behavioral health services.

Fiscal Impact/Cost Summary

There is no fiscal impact associated with the creation of the grant-funded positions. All expenses will be reimbursed by the FADAA and FDOH grants. If funding under one or both grants is not renewed for a subsequent year, the grant-funded positions will be eliminated.
