Why Action is Necessary

A. Pursuant to the County’s agreement with the Alliance, the Alliance must submit to the Office of Economic and Small Business Development quarterly performance reports for Board acceptance and revisions of previously submitted quarterly performance reports are necessary.

 

B. Pursuant to the County’s agreement with the Alliance, the Alliance must submit to the Office of Economic and Small Business Development quarterly performance reports and an annual year-end summary report against their business plan for Broward County Board of County Commissioners’ approval.

 

What Action Accomplishes

A. The Alliance submission of revised performance reports for the first three quarters of Fiscal Year 2019.

 

B. The Alliance's submission and the Board of County Commissioners' acceptance of the quarterly performance reports will satisfy compliance with the terms of the agreement between the parties.

Previous Action Taken

The Board approved the Alliance’s quarterly reports for the first, second and third quarters of Fiscal Year 2019 on May 21, 2019 (Item No. 17), June 11, 2019 (Item No. 24) and September 24, 2019 (Item No. 15), respectively.

 

Summary Explanation/Background

THE OFFICE OF ECONOMIC AND SMALL BUSINESS DEVELOPMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

 

Motions A and B support the Board of County Commissioners' Vision of "A vibrant economy with a diverse, skilled workforce, in a County offering unique advantages that attract all types of businesses to create equitable, countywide prosperity.", Goal 1: "Attract and retain all types of business, especially high-wage industries that offer employee benefits, through partnerships with the Alliance, chambers of commerce, colleges and universities, CareerSource, and any other available avenues."

 

Motion A:

In the course of reviewing year-end performance reports submitted by the Alliance pursuant with their agreement with Broward County, the Office of Economic and Small Business Development (hereinafter referred to as “OESBD”) identified the total of some of the quarterly performance measures for the first three quarters of Fiscal Year 2019 did not match the total submitted for the year-end report. In consultation with the Alliance, revisions were made to Alliance measures: 1.) Domestic and International; 2.) Leads in Target Industries; 3.) Number of Retained Jobs (Exhibit 1). The quarterly report has been summarized to highlight the Alliance’s primary objectives and accomplishments (Exhibit 1, page 16 of 25). OESBD has reviewed the Alliance’s revised performance reports and provided a memorandum reviewing performance activity for the Alliance’s three departments: Business Development, Investor Relations, and Business Intelligence Function (Exhibit 3).

 

Motion B:

OESBD reviewed the Fiscal Year 2019 Alliance Quarterly Performance Reports (Exhibit 1) and Annual Year-End Reports (Exhibit 2). The quarterly reports have been summarized to highlight the Alliance’s achievement of its overall annual goals for Fiscal Year 2019 (Exhibit 1, page 16 of 25), with the significant achievement of having exceeded its new value-added jobs goal by attracting 2,083 new value-added jobs for Fiscal Year 2019. OESBD has reviewed the Alliance’s fourth quarter and annual year-end reports and has prepared a memorandum reviewing performance activity for The Alliance’s three departments: Business Development, Investor Relations, and Business Intelligence Function (Exhibit 3). The Alliance has achieved and/or exceeded the majority of its annual goals with the exception of CareerSource Broward Partnership. The Alliance goal for Fiscal Year 2019 was 20 partnerships, however the Alliance achieved 17 partnerships. The Alliance indicates “The state’s Incumbent Worker Training (IWT) budget was depleted in May, which impacted the Alliance’s ability to reach this goal regarding the number of companies in the program. However, the state’s new IWT budget began July 1, 2019, and we were able to exceed the dollar value of CareerSource Broward Partnerships by 97%.”


The County’s agreement with the Alliance requires the Alliance to submit a separate annual year-end summary report for Board approval. This item is required for compliance with the terms of its agreement with the County.

 

Pursuant to Florida Statutes, Sec. 125.045 (2015), the County must file a copy of the annual activity summary report with the Office of Economic and Demographic Research and post a copy of the report on the County’s website. Upon approval of the Alliance's annual year-end summary report by the Board, OESBD will be responsible for submission of the annual report to the State’s Office of Economic and Demographic Research and posting of the report to the County’s website.
