Why Action is Necessary

A. In accordance with the Broward County Procurement Code, Section 21.32.c, Board approval is required for Request for Proposals with an anticipated value of more than $500,000.

 

B. In accordance with the Broward County Procurement Code, Section 21.12.c.6, the Director of Purchasing shall execute all contracts and amendments within the Director's approval authority and agreements delegated by the Board for the Director's execution

Summary Explanation/Background

THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

The Office of Economic and Small Business Development (OESBD) established no goals for this solicitation (Exhibit 2).

 

The purpose of this solicitation is to engage a qualified firm to provide management of the Rental Car Center Fueling Facility at Broward County Fort Lauderdale-Hollywood International Airport. The firm will be required to manage, operate, and maintain the fueling facility to ensure an uninterrupted fuel supply and accountability of the fuel inventory.

 

The Request for Proposal (RFP) procurement method was selected for this project to best serve the County with multiple criteria emphasizing the vendor’s qualifications. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized expertise. Proposers are required to determine the best method to accomplish the specialized services (Exhibit 1).

 

Motion B. Allows for the continuation of management services for the Rental Car Center Fueling Facility until a new solicitation is complete.
