Title: MOTION TO ADOPT Resolution No. 2020-063 approving a Public Transportation Grant Agreement with the State of Florida Department of Transportation for Financial Project No. 440097-2-94-01 to fund Phase II of the Gate Expansion/Terminal Connectors at the Broward County's Fort Lauderdale-Hollywood International Airport; authorizing the Mayor or Vice-Mayor to execute same; authorizing the County Administrator to take the necessary administrative and budgetary actions; and approve any nonmonetary amendments subject to the Office of the County Attorney approving as to legal sufficiency; and providing for severability and an effective date. This Public Transportation Grant Agreement will provide grant funding up to a maximum amount of $5,197,790. A certified copy of the approved Resolution shall be inserted as Exhibit D to the Public Transportation Grant Agreement before execution.

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action approves a FDOT Public Transportation Grant Agreement (“PTGA”) to provide grant funding up to a maximum amount of $5,197,790 to assist in the Phase II Project at FLL.

 

Broward County (“County”) will fund all expenses in excess of the amount of FDOT’s current grant funding, currently estimated to be $5,197,790. The Phase II Project includes funding for two separate projects, which are the Gate Expansion project, known as the Terminal 5 (“T5”) project, and the Terminal Connectors work package. The PTGA is phased to allow for future grant opportunities if they become available.

 

The Phase II Project at FLL will address concerns related to additional capacity, connectivity, and wayfinding. The Master Plan analyses identified an immediate, near-term need for more aircraft gates and associated terminal processing. Once the current Capital Improvement Program at FLL is completed, a total of 66 gates will be available for airlines’ usage.

 

The Gate Expansion project will create the T5 Facility which will include five new gates that will help alleviate gate capacity issues, and allow airlines to include additional flights in their future plans. The Gate Expansion project will initiate design and construction in Fiscal Year 2020 to complete and open the T5 Facility for airline and passenger use in Fiscal Year 2023. The total estimated cost of the Gate Expansion project is $250,000,000.

 

The Terminal Connectors work package will allow passengers to connect post-security between all terminals at FLL. There is an existing connector between Terminal 3 and Terminal 4. The required expansion for these areas includes construction of two terminal connectors and four bump-out modifications. The first terminal connector will be between Terminal 1 and Terminal 2 and will be approximately 36,800 square feet. The second terminal connector will be between Terminal 2 and Terminal 3 and will measure approximately 18,400 square feet. The total estimated cost of the Terminal Connectors work package is $149,000,000.

 

The proposed PTGA was reviewed by the Office of the County Attorney. The PTGA does not include the County's standard Agreement provisions as FDOT requires the County to use its form Agreement.
